Using tables to create the layout effects the web designer wants is now taboo. Users who use screen readers in order to view websites are unable to hear the correct layout of the site if it is implemented in a way that makes it difficult to understand the layout. Headers should not be used to change the size of text unless they're meant to be actual headers for subsections. Developers should not use old practices just to make it appear kosher to older browsers--it can make the document inaccessible to some users. Content developers also should not sacrifice appropriate markup because of older browsers' inability to render it properly. The TABLE element should be used correctly in order to make it easier for screen readers to read multi-dimensional data. All tags should be used in a proper way.
This standard can and must be implemented in a number of ways. Content developers need to label everything correctly--this is probably the simplest way to conform to this standard. CSS is the new standard of making content more pleasing to the eye, and deprecated elements should no longer be used in order to create a specific effect. CSS is in many cases far superior, and makes the page more accessible. Markup should be used to convey information rather than just assuming the reader will know the difference. Relative measurements should be used as well--absolute measurements can make it difficult for those with troubles seeing to be able to read text. Lists and items should be properly tagged. Quotation blocks should only be used with actual quotations--not for effects.
