Standard being reported: Section 6: Web Content Accessibility Guidelines and Subsection Six: Ensure that pages featuring new technologies transform gracefully

Content developers are encouraged to use new technologies to compensate for deficiencies in older technologies. However, their pages still need to be able to work with older browsers and give people the option to turn off these new features. In order to meet this criteria, web designers should organize documents so they can be read without any style sheets whatsoever. Text-equivalent pages should be updated when dynamic content changes. Pages need to be usable even with scripts, applets, or other programmatic objects turned off. If not possible, provide equivalent information on an accessible page. Event handlers should be input device-independent. Dynamic content should be accessible.

This can be implemented by web designers by ensuring that all sites are accessible to those who do not have new technologies installed on their computers--those with technological disabilities, as it were. Most importantly, web designers need to design sites so that they can be seen properly without any markup--which can be checked by disabling all the styles through Firefox or other web development tools. If the page is organized in a way that would make sense even without the CSS, it should be more accessible to those with older technologies. Content-free pages should be updated when content pages are, to ensure that those viewing the site without styles or content will see the same up-to-date information that those who have the newer technologies installed can see.
